Statutory controls on dangerous goods date back over 200 years and today the rules are
extensive and cover national and international operations by all modes of transport. A broad distinction can be made between the rules that apply to the sender of the goods (consignor responsibilities) and the rules that apply to transport operators (carriers responsibilities).
